4. Conclusions and policy implications Portugal is often recognized as a leader in the energy transition due to its achievements in the large-scale deployment of renewable energy, in particular, onshore wind, over the last decades.
In 1995 the law in Portugal was changed to permit wind energy to access the electricity grid. A 1999 change to the feed in tariff encouraged development, the tariff has been changed several times since then. In 2013, Portugal installed 196 MW of wind power.
According to the IEA Portugal Energy Policy Review, the government sees a role for Portugal to play in offshore wind generation and has approved six sites for floating offshore wind deployment.
