EU Storage Reforms: How Spain and France Redefine BESS
Europe''s energy transition has reached a new turning point. Two recent regulatory reforms — Spain''s Anti-Blackout Decree and France''s TURPE 7 grid tariff framework — are
Residential BESS in France were embraced by homeowners seeking to optimize the self-consumption of solar-generated electricity. BESS enables homeowners to store excess energy during daylight hours and deploy it during evenings or periods of high demand. This reduces reliance on grid electricity, fostering energy independence.
These contributions foster grid stability and effective energy management. Electric Vehicle Integration: The burgeoning electric vehicle (EV) market in France has created opportunities for BESS to support EV charging infrastructure, manage grid impacts, and facilitate vehicle-to-grid (V2G) capabilities.
BESS revenue potential is improving. Day-ahead price spreads have doubled, and reforms to ancillary services – especially the automatic Frequency Restoration Reserve (aFRR) market – are creating new opportunities. Regulatory changes, including grid tariff reforms and a redesigned capacity mechanism, signal growing support for storage in France.
The French Energy Regulatory Commission (CRE) is currently reviewing the submitted plan and has already expressed general support for its main components (in French). BESS projects can offer local flexibility solutions to relieve grid constraints, in particular in regions with high solar development.
